Translation:

To the gods of Lepcis Magna, Marcus Vipsanius Clemens, marble-merchant, for the temple of Liber Pater, paid his vow at his own expenses; under the administration of Quintus Servilius Candidus, lover of his country, lover of the citizens, adorner of [his country], flamen (local priest) of the deified Vespasian [·· ? ··].
